David Hall 1c0f7ef865 Enhancements and fixes for #27. 
BREAKING CHANGE: GetWindowLong and SetWindowLong now require WindowLongFlags value instead of a uint. There was no reason to leave open.

David Hall 138accc380 MAJOR BREAKING CHANGES: Fundamentally changed how HANDLEs are represented and used. Much better type safety now that all handles derive from HANDLE and disposing instances are all noted by a SafeHxxx name.
